Thats what it should do, after its downloaded it should open WinRar and there should be a folder called Ringwood, just select it and drag it onto your desktop, then place it in the locations folder

Download winrar if you haven't already and once you have downloaded the track open it and winrar will do it's thing so you can then do what Dane said and put it into your desktop then in you locations folder within rfactor
