Saving them in the normal directory for fonts (C:\WINDOWS\Fonts) usually works for me. After doing this, they should be usable the next time you open Photoshop. If not, you might need to go into the fonts folder and then double-click the font(s) you have just saved. After you do that, they should show up.

 

There might be a better/quicker way to do this, but that's the method I use.

If you save them directly into C:\Windows\Fonts they don't work

Save them into C:\Windows, then copy and paste them into the fonts folder, so a bar comes up and it installs the fonts

If they're not installed they don't work coz it needs a registry entry
