cant load some tracks

Erm, you are trying to use the ssc.car file and it is saying you don't have it installed?

load the hotrod game files again and the skins in order and the ui file

should work ok after that.

just tryed that tosh still the same can run on ippy and hendo tryed knockhill and got this log

will just do a complete re instal of heat

Check that the ghost car is turned off,if the fast lap was set with a different mod it will try to use that car,which will not be present in the natrod folder.
