If there is a tiny hole in the front panel of the drive push a strong pin or needle in there and push (it will take a fair bit of effort),that will start it opening enough to get hold of and pull,there may be something jammed in it stopping it opening. If it is a pc a replacement wont be much more than a tenner.

Assuming it is not a laptop one of these I do have a laptop which runs an external drive very slowly if the drive is already plugged in when the computer is turned on,but runs fine if the drive is plugged in after windows has started.

Try using rivatuner It has it's own fan controller which is reported as better than the nvidia one. You could even use to turn down the speed of your card a bit to make it more stable

You do realise pipex are now owned by tiscali,so things can only get worse. Pipex dont throttle http traffic ,so browsing and speedtests seem normal.
