Skin Painting Program

I wish to try and start painting my own skins and have the option of buying :

 

Corel - Paintshop Pro Photo x2

 

or

 

Adobe - Photoshop Elements 6

 

Can you please advise which would be best for me (I am a complete novice at this type of thing so please bear that in mind)

 

If anyone can show me a skin they have designed using either of these progs it would be good
