its a pattern overlay so find a pic of diamond plate or steel or whatever u want and open it in photoshop. then go to edit(i think) and define pattern then when u go to layer style u should be able to make it a pattern overlay. hope this helps

Its the drivers text for that pack so u will need to find and offline pack to race with. Rodder done a real life skin pack u need to search for it in skin painting
