There will be drivers who have not won a single race and have been Blue/Red all season, that doesn't automatically mean that should be White or Yellow though.  The grading is based on the grading period points scored, overall points position and average also comes into play.

He is one of the fastest....

822 in the last grading period scored 20, 23 and 27 points in the meetings race.  This isnt/wasnt enough to warrant an upgrade to Red at this time.  Being fastest doesn't automatically mean an upgrade.
